in input K<=sqrt(n+3) (this is required to be sure, that solution exists)

не только. еще не совсем понятно как расположить 12 элементов в 5 колонок, например?? так что бы последняя колонка не была пустой и не содержала больше элементов чем предыдущие

Input 11 5 is impossible, it is not declared by judjes, but it is so, because 11 5 has no way to complete all conditions of the problem.
