Few test cases:

2 846171842
Answer is 3 because 2 * 423085921 = 846171842 and 423085921 is a prime number so can't break it anymore.

I think that for this test case answer is 2

Of course, it is 2. You can't get to the second pub from the second pub. It's pointless.
