1700 isn't a leap year. So february of 1700 have 28 days.
But if YOU check it using
$> cal 2 1700
on any Linux (UN*X) system
You can notice that in 1700 year february have 29 days !!!

Somthing wrong ?? don't You think ?

What's a right answer for example input:
1 2 1700
