Discussion of Problem 1200. Horns and Hoofs

Please anyone tell me if in output number of optimal horns(hoofs) can be minus

There are some tests(-4 -7 10) when the answer is minus values.
The text of problem is obscure and i don't know what to do.
I always have WA. It annoys me a bit!
